Charlie has over a decade of experience advising clients in the electric and natural gas industries across North America, including both the regulated and competitive segments of these industries. He specializes in strategic business planning, regulatory strategy, and decarbonization, supporting clients as they navigate the energy transition.

Charlie has led engagements on electrification acceleration, solar and storage deployment, asset valuation, and cost-effectiveness of regulated investments. He has served as an expert witness in regulatory proceedings, supporting settlement negotiations and shaping policy to drive financial performance while ensuring regulatory compliance. His insights have enabled utilities to optimize capital allocation, design effective rate structures, and pursue low-carbon growth strategies. He has co-authored a study with the Columbia Center on Global Energy Policy, modeling optimal zero-carbon procurement strategies for corporate energy buyers across the U.S, as well as advised utilities on pathways to reduce Scope 1 emissions for industrial customers.

Charlie holds a B.S. in Chemical Engineering from Brown University, where he also completed the requirements for an A.B. in Economics. Additionally, he holds a Master of Engineering Management from Dartmouth College, where he studied the intersection of technology and business. He brings analytical rigor, market expertise, and a collaborative approach to every client engagement. Outside of his professional work, Charlie is an Eagle Scout and avid golfer. He is based in Tampa, Florida.
