David helps to formulate critical initiatives to drive value creation in the areas of grid growth and resiliency, sustainability, customer-focused rate redesign, and financial analysis. He also has vast experience shepherding these efforts through the regulatory process in both collaborative and contested proceedings.

With four decades of experience in the electricity industry, David has served as an expert witness in regulatory proceedings related to electricity sector policy and economics. In this capacity, he has testified on issues regarding wholesale and retail electricity markets, rate redesign, and value creation and allocation of benefits to stakeholders from mergers and asset divestment evaluation.

David holds a B.S. in applied math and economics from Brown University and an M.B.A. from the Harvard University School of Business Administration.
